Position Title: Children’s Health Navigator- Assistant Program Director
Reports to: ASPIN CEO

Summary Description
The purpose of this position is to develop, monitor, and facilitate the implementation of a statewide children’s health enrollment programs program for the ASPIN CHIP Cooperative Agreement. Primary responsibilities include: Interaction with contracted Community Mental Health Centers, Schools, Head Start, health centers, local hospitals and Federal agencies, and local media. Fulltime in Indy office with travel. Must maintain a Federal and State Navigator certification and a state Community Health Worker certification.
Position Responsibilities:
1. Develops strategies for implementing a statewide CHIP Navigator program for ASPIN.
2. Interacts with contracted Community Mental Health Center, Head Start, schools health center, hospitals, other Community partners, State and Federal agencies, and local media.
3. Cultivate effective working relationships with a variety of individuals and key statewide decision makers to gain support and interest in program’s objectives.
4. Review weekly navigator work plans and outreach logs.
5. Performs timely evaluations of staff.
6. Works collaborative with the other ASPIN navigator programs.
Organization Operations and Management:
1. Develop the Navigator program framework, according to Federal program guidelines.
2. Prioritize high value tasks and carryout work plans within tight timeframes with measurable outcomes.
3. Perform exceptional written and oral communication and presentation skills.
4. Collect, synthesize, and report data (for Board and Federal reports)
5. Utilizes Connects Kids to Coverage materials and strategies and develops new marketing materials as needed.
6. Development of a website and weekly updates.
HR Management:
1. Interview, hire and train navigator workforce as budgeted.
2. Directly supervise CHIP Navigator Supervisor.
3. Train, coach, and inform, evaluate navigators - linking them to available and necessary resources
Fiscal Management:
1. Ensures staff abides by grant requirements on expenditures and reporting requirements.
2. Abides by financial navigator budget as approved.
3. Performs other duties as assigned.
Position Qualifications and Requirements:
Working knowledge of program development and design. Ability to work independently as well as to function effectively and collaboratively in a ream environment. Ability to monitor, analyze, consult and report on programs and services. Advanced organizational skills and ability to handle multiple tasks. Basic computer skills. Must possess excellent communication skills and the ability to work independently and collaboratively. Ability to travel to worksites as necessary. BA/BS degree minimum required. Master’s Degree preferred. Experience in health care setting; ideally involving state and federal health care programs, preferred.
